
Enabling Modern Work at the City of Regina with Microsoft 365
The City of Regina partnered with WBM Technologies to improve digital collaboration, productivity, and technology adoption within its Strategy & Performance group. Through a pilot Microsoft 365, WBM’s Technology Experience & Enablement team worked directly with City stakeholders to understand how teams worked, what challenges they faced, and how Microsoft tools could better support their day-to-day operations. The Problem
Like many public sector organizations, the City of Regina faced challenges with inconsistent Microsoft 365 adoption. File storage was fragmented, and employees lost time searching for documents. Tools like Teams, OneDrive, and SharePoint were used inconsistently across the organization, creating silos of information and reducing collaboration. These inefficiencies ultimately impacted productivity and the overall employee experience.
The Solution
WBM delivered a tailored Microsoft 365 Technology Experience & Enablement program around the City’s real workflows and team dynamics. Rather than focusing solely on technical training, the program emphasized practical use cases, shared standards, and collaborative learning. This approach helped employees understand when and how to use Microsoft Teams, OneDrive, and SharePoint. The result was confident adoption, stronger collaboration, and lasting change.
The facilitators of the program first got to know our department, how we worked, and what was important to us as a team. They then walked us through the Microsoft 365 applications that would help us collaborate and be more productive as a group. The sessions were interactive, lively, and fun. I can now see our team working differently together and we save a lot of time.

The Outcomes

Following the enablement program, employees reported a significantly stronger understanding of when and how to use Microsoft Teams, OneDrive, and SharePoint. Survey results showed that 85% of participants gaining clarity around how to use Microsoft 365 tools more effectively. Usage of Teams increased substantially, with adoption moving from fragmented usage to consistent, day-to-day collaboration across the group, demonstrating that structured enablement drives real behavioural change.
Increased Productivity and Measurable Time Savings
Before the program, employees spent an average of 25 minutes per day searching for files. After implementing shared collaboration practices in Microsoft 365, that time dropped to just 8.3 minutes per day, a 67% reduction. Across the Strategy & Performance group, this translated into 4.2 hours per day reclaimed, allowing staff to redirect time away from administrative searching and toward higher-value work.
Improved Collaboration, Efficiency, and Data Security
The shift to cloud-based Microsoft 365 tools significantly reduced reliance on risky and inefficient storage methods. Results included a 64% reduction in desktop file storage, a 42% reduction in shared drive usage, and a 100% reduction in USB storage. These changes strengthened data security while also improving collaboration by ensuring teams could access, work on, and share files in a single, secure environment.
A Proven and Scalable Enablement Model
Employee feedback confirmed the long-term value of the program, with an average recommendation score of 9.1 out of 10. Participants highlighted the benefit of building shared knowledge as a team, enabling more consistent technology use across the group. With proven adoption, productivity gains and strong user sentiment, the City of Regina now has a scalable Microsoft 365 enablement framework that can be extended across departments to support organization-wide digital transformation.
